POWERS OF THE SENATE DISCONTENT IN AMERICA REPEAL OF ACT URGED (United Press Assn.—Elec. Tel. Copyrlg-ht) WASHINGTON, Dec. 27 In a statement issued by Senator W. E. Borah he says he will ask outright for the repeal of the Reciprocal Trade Agreements Act or, failing this, its amendment in order to restore to the Senate its power of ratification or 4 rejection of pacts negotiated by the ' Executive which under the present law do not require the approval of the Senate. Mr Borah asserts there is much discontent among Democrat as well as Republican members of Congress over the present arrangement. He says he has received many protests from national organisations which fear the efTect of various treaties. The latest protest is from the National Woolgrowers’ Association, which is concerned about possible concessions in the proposed agreement with Australia.
