LONDON, August 12 The recent nomination of General Franco as Captain-General of the army and the sen forces gives him quasiroyal prerogatives, says the Hendaye correspondent of the I’aris newspaper Figaro. H is interpreted by Spanish monarchists as an adjournment, sine die, of the Bourbon restoration. Formerly, General Varela held the highest rank among Ihe generals and figured above General Franco in the military hierachy. General Franco is now definitely supreme. Apart from thd former kings, no other modern Spaniard has been Captain-General on land and sea.
