Copyright (Received Feb. 10, 1.5 p.m.) LONDON, Feb. 9 The Paris correspondent of the Daily Telegraph says:— "The Army, Navy' and Air Committees of tiie Chamber of Deputies at an unprecedented secret session heard M. Daladier speak on the armament position, as co-ordination Minister. M* Daladier declared that France was lagging a year behind Italy and Germany in war material and aeroplanes. which would be unalterable until the forty-hour week had been further relaxed. M. Bertrand Intimated that the Government was building two additional 35,000 ton warships but unless building was speeded up the Italian fleet would be superior to the French in 1942,
