TECHNICAL DETAILS SOME OUTSTANDING POINTS PLAN WELL ADVANCED (Omclai Wireless) (Received Feb. li. 12.30 p.m.) RUGBY. Feb. 10 Technical details of the British compromise plan for Spain arc well advanced, but a decision is awaited on certain outstanding points, especially in regard to the percentage of volunteers to be withdrawn, the measures to be taken for withdrawal, and the points at which there would be such a substantial withdrawal as to permit of the granting of belligerent rights. The Italian Ambassador again conferred with Mr Eden to-day, when it is understood the work of the nonintervention Committee formed the main topic. It is known that Britain keenly desires to obtain a solution to the apparent deadlock in the proceedings of the committee on the withdrawal of volunteers, and it is thought in London that on the Italian side there is an understanding of this desire. The chairman's sub-committee of the nonintervention Committee will probably meet again next week. ITALY’S REPLY
