It is understood they discussed the possibility of accelerating the thusfar tedious process towards the withdrawal of volunteers from Spain, whence messages from both sides indicated willingness to dispense with the auxiliaries. The Non-Intervention Committee was working on the assumption that although this number may possibly be reduced by wastages. The conferences resulted in a decision that no useful purpose would be served by the committee meeting as soon as Friday, as was contemplated. Copyright LONDON, Feb. 8 The diplomatic correspondent of the Daily Mail says Russia is again wrecking. the progress of the work of the Non-Intervention Committee. She is insisting upon the withdrawal of 7 5 per cent, of the foreign volunteers before she will agree to the granting to the Spaniards of belligerent rights, whereas Britain and France arc prepared to agree to 65 per cent, and Italy had agreed to 50 per cent, or to leave the decision to the commissions. This is an advance on her previous attitude.
