Speaking to journalists to-day President Roosevelt emphasised the fact that he had no intention of summoning an international conference, such as was desired by European statesmen. A message from New York states that the Herald Tribune reports that the President’s view is that Europe is looking for a “ magician with a rabbit in his hat.”
