The War Council of Japanese military commanders at Tlestsln Is preparing for drastlo military action In North China. It Is understood Japan Is sending an ultimatum to the Chinese Government and the situation in Tientsin Is tense, following a maroh of Japanese troops through the Chinese areas of the city. It Is announced that Japan intends to “ demilitarise “ Tientsin and Peking, where it Is alleged Chinese are directing the activities of bandits, FAILURE TO' HEED WARNINGS. Peace in North China stiil 'hangs in the balance as the resiult of the dissatisfaction of the Japanese military authorities witli the reply by Ho 'iingchln, Chinese Minister of War, to the Japanese representations regarding the administration of Peking and Tientsin. The Japanese Ambassador, Mr Ariyoshi, has declared that Japan has no intention of occupying Peking and Tientsin. However, Colonel Sakai, Chief of Staff of the Japanese forces in North China, speaking on behalf of the War Office, has informed the Chinese that such steps will be unavoidable if the Chinese fail to heed repeated warnings.
