According to a Soviet announcement this will be held before the end of June. II was then explained that tlie Congress would " consider delulls of present problems and melliods to rouse the masses for determined attempts to over!brow existing Governments." The Soviet press slates that 67 delegales are already en roule to Moscow, including 22 British, four Australian, Hirer Sotilli African and 13 American. France is sending id, and Olliers are coming from Holland, Belgium, Switzerland and Czccho-Slovakia.
