The Times’ Berlin correspondent says that while Germany Is contemplating with scornful patience what she regards as the frantic efforts of Geneva to handle the French memorandum, comment Is mostly confined to criticisms of the memorandum Itself.
'The Wilhelmstrasse suggests with relish that the besa answer to France’s denial in the memorandum that the Versailles Treaty hound the Allied •Powers to disarm was delivered by M. Boncour himself when he said in 192 t that the preamble to Part '5 concerned itself with the limitation of Germany’s armaments as a pre-requisite to general limitation, adding that the stipulation was not imposed on only one signatory but was to. undertake a general limitation of armaments.

The Daily Telegraph’s Geneva correspondent expresses the opinion that the resolution will be passed. with perhaps the abstention of Denmark. at ; is now likely that Poland will vote with the majority.
FEAR IN BRITAIN. WELCOME FAIRLY FAVOURABLE. (Received April 17, 3 p.m.) LONDON, April 16. The Chronicle’s Geneva correspondent says the welcome in the lobbies to the resolution of the Powers regarding treaty obligations is fairly favourable. There is some feeling that it is strong'er in condemning Germany than in promoting peace. The fear still remains that Britain is drifting towards a system of alliances, rather than a courageous acceptance of a collective system.
