SCRUMMAGE REGULATION. STRICTER ENFORCEMENT. LONDON, Dec. 19. The English Rugby Union has sent a circular to referees ordering the strict, enforcement of the scrummage rules and insisting that the halfback shall stand at least a yard from the scrum and propel the ball with both his hands below the knee fast enough to reach the hooker’s far foot. Playel's’ intervening feet must not be raised and players should be sent off in the event of persistent infringement. '
