LONDON, Dec. 16. i The ’Bombay correspondent of the Times says the conference of Indian State Ministers welcomed the proposed constitution as a manifold ad- 1 vance on the White Paper, particularly the financial provisions which the conference thinks should be generally acceptable to the States subject to reservations.
