WILL NOT ARBITRATE. ITALIAN INSISTENCE. . APOLOGY AND INDEMNITY WANTED (Received Dec. 17, 2.30 p.m.) ROME, Dec. 16. Italy, replying to the League regarding the Abyssinian Note declines lo submit the Ualual incident to arbitration. She alleges that the Abyssinian army committed unprovoked aggression, and insists on immediate reparations, including an apology by the provincial governor, the punishment of (lie offenders, and an indemnity for killing and wounding Italian native troops.
