INSURANCE FUND. NEW BILL INTRODUCED. United Press Assn.—Elor Tel. Copyright LONDON, Nov. 9. The text has been issued of the Government’s long expected Unemployment Insurance Bill, which affects 16,000,000 men, women and children between the ages of 16 and 65. The most important changes are: Entry to the scheme will begin it the school leaving age. Until ine age of 16 benefits will be payable to parents, but all working class juveniles under 18 will be compelled to attend instruction classes for voluntary training courses. Occupational centres also will be provided for unemployed people over the age of 18. A new central administrative board will control tne whole system from the national exchequer and municipal grants, and may require attendance at a training centre as a condition of an allowance. » RUGBY, Nov. 8. During the current financial year the unemployment fund, owing to improved conditions of employment, has accumulated a surplus in the insurance account of about £5,250,000. As this sum appears to be more than sufficient to provide against winter contingencies, the Minister of Labour, Sir Henry Betterton, has decided to apply half of it to the repayment of the debt on the fund, which totals £150,000,000.
