Copyright NEW YORK, Sept 30 To-day was a day of mixed fortune but continuously furious activity for the American recovery plan. The chief administrator of the Act, General Johnson, worked desperately to effect a compromise between the disputants. Twenty-five thousand striking miners in Western Pennsylvania, on a poll, declared their refusal to return to work on Monday. The United States Steel Corporation has issued a statement declaring its readiness to observe the provisions of the Recovery Act, but it remains adamant againstithe unionisation issue. Events are moving rapidly toward a 'crisis for the American Federation of Labour Itself In connection with the serious disputes and strikes which threaten to weaken and undermine its prestige and influence, and to obscure its future course of action. More and more blame is being attached to the unions for the wave of strikes which has hit tho country. Mr William Green, president of the Federation of Labour, to-day issued a statement admonishing the members' and calling upon them to be patient and meditate over disputes. The Government has announced a scheme of 700,000,000 dollars for the relief of the needy during the coming winter. A scheme for the extension of credit to industries at low rates of interest Is also under consideration.
