The Daily Herald’s diplomatic correspondent says that Japan Is on the verge of passing into the control of a military dictatorship pledged to a policy uf big armaments and aggression abroad. General Arakl, the War Minister, who is known as the Japanese Mussolini, has secured the resignation of Count U'chjda from the Foreign Minister and appointed his friend, General Koko Iliroto to the office. This is'a step towards the abolition ■of Parliament and placing the power in a council of state controlled by army generals. General Arakl lias the support of the “murder gangs," composed of young officers who are out to assassinate democratic politicians.
