PORT ARTHUR.
JAPANESE NAVAL BASE. RESTORATION DECIDED UPON. United Press Assn. —Elec. Tel. Copyright. TOKIO, April 20. The Japanese Navy Department announces the Immediate restoration of the Port Arthur. naval base, which was abolished in 1925. Port Arthur, a harbour In South Manchuria at the southern extremity of tho Liao-tung Peninsula, is the only port of Manchuria which Is lee-free throughout the year. It occupies a strong strategic position, commanding the entrance to the (Julf of Pechihli. Until the Sino-Japanese war Port Arthur was tho chief Chinese naval arsenal. In 1898 Russia acquired from China a lease of the Liaotung Peninsula (including Port Arthur) for 25 years, and she made it practically an impregnable stronghold. During the Russo-Japanese war Port Arthur was ilie main strength of Russia, but it fell to the Japanese after a terrific siege which cost Japan more than 30,000 casualties. By the treaty of Portsmouth in 1905 Port Arthur was transferred to Japan. Now it is tho seat of government of the Japanese leased territory of Kwantung.
