RAILWAY DISPUTE. JAPAN’S REPLY TO SOVIET. NEGOTIATE WITH MANCHUKUO. United Press Assn. —Elec. Tel. Copyright. (Received April 21, 9.30 a.m.) TOKYO, April 20. The Minister for Foreign Affairs, Count Uchida, replying to 'sl. Karakhan’s note regarding a {settlement of the Chinese Eastern railway dispute, says it must be settled by direct Manchu-Soviet negotiations. The Soviet must recognise Manchukuo’s equal footing in the management of the railway and abstain from arbitrary actions imperilling peace and order in The Far East. The Foreign Office spokesman further Intimated that Japan does not intend positive action. He suggested the possibility of a scheme to 'Offset the Russian debt, amounting to upwards of '500,000,000 yen (£50,000,000) for the purchase price of the Chinese Eastern railway; '.otherwise there will be no purchase.
