State department officials said today that they hoped to secure legislation shortly authorising the administration to negotiate for reciprocal commercial treaties based on mtutal tariff concessions. The officials would not connect the question of reciprocal tariffs with that of war debts, but the impression prevailed that tariff advantages would be discussed when American debtors press their claims for revision. It was made clear at the department that the American Government would emphasise as most important the removal of those trade barriers and exchange restrictions which hamper the free movement of goods.
