The Government considers the announcement that Japan will not surrender her Pacific mandates when she leaves the League creates a serious problem. It is officially declared that the question cannot be treated unilat-e-ally by Japan, but can only be solved internationally through the League Council’s Mandates Commission. If they take the matter up Germany will adopt this standpoint as consonant with her genorai colonial interests.
