“ The whole of North China is a powder magazine waiting for the spark to fire it and that spark will prcbably be the invasion of Jehol,” said Dr. T. V. Soong, the Chinese Finance Minister, giving impressions of his recent trip to the Chinese defence lines, at Chengte'hfu. “ Outwardly everything seems calm, but the limit of endurance has been reache'd.”

The official council of ministers has advised the Japanese delegate, . Mr Matsuoka to withdraw from the League if the Assembly approves the Committee of Nineteen’s report. 'His withdrawal from the Disarmament Conference is also probable.
