Stevens, on behalf of New Zealand and Canada respectively, is not worth the paper it Is written on,” said Mr W. A. lorns, chairman of the Dairy Board, in an interview to-day. Mr lorns said there was a vital clause in the agreement which made ■provision that, notwithstanding the fact that New Zealand exporters of dairy produce were prepared to pay high import duties, they had to have the acquiescence of the Canadian Government before produce could enter Canada.
