'The Berlin correspondent of the Morning Post states that only one member of the new Cabinet has previously served in a German Government, namely, Professor Warmbol, who for three months was Minister of Economic Affairs under Dr. Bruenlng. Dr. Gurtner, Minister of Justice, has had Ministerial experience in Bavaria. All the others are new.

This alone indicates the opening of a new chapter in the history of the Republic, says the correspondent. All but two of the Ministers belong to the nobility. Five of these have titles.

The Reich administration Is controlled by men of the Right for the first time since the revolution. The Minister of Defence, General Schleicher, is reported to have said that the new regime will last four years.

Herr von Papen addressed foreign journalists on generaltles to-day. He -said his Government fully recognised its responsibilities, not only to Its own people but to other nations. PARIS, June 2.

A declaration of default from the new German Government is regarded as a certainty, but repudiation has ceased to be a bogey in France. Nobody doubts that France will cease paying America when Germany stops paying her. The general opinion is that the result will be to convince America of the necessity of cooperation.
