SENATORS IMPUGNED.

SPECIAL COMMITTEE’S REPORT. DISSENT BY LIBERAL MEMBERS. • ■ United Press Assn.—Elec. Tel. Copyright. (Received April 23, 12 noon.) OTTAWA, April 22. That Senator Wilfred McDougall and Senator Andrew Haydon performed actions which were not fitting or consistent with their duties and standing as Senators of Canada, and that Senator Dononat Raymond accepted very large sums of money by way of campaign fund contributions from a company which was dependent vitally on Government franchises or concessions. These are the outstanding conclusions contained in the majority report of the special Senate Committee on the Beauharnois scandal as tabled In the Senate to-day by the committee's chairman, Senator Charles Tanner. The Liberal members of the committee will move an amendment, indicatipg disagreement with • certain findings in the majority report. The disagreement of the Liberal members of the committee, and their declaration that the findings of the majority are largely based on suspicion and against the corroborated evidence of the senators named in the reference, has been recorded in the minutes of the committee. In respect to Senator Raymond, the committee accepts his denial that he exercised any influence for affecting the Government policy in regard to Beauharnois. The Beauharnois 'scandal has already been the subject of an exhaustive investigation in the House of Commons. The committee Investigating it last session brought into prominence the three senators named in the present report. Subsequently the senate appointed a committee to investigate the project insofar as tho House of Commons report affected any members of the senate. Beauharnois was involved in the construction of a power and navigation canal between Lakes St. Francis and St. Louis on the St. Lawrence River. The charter for the project was obtained from the Province of Quebec Government, hut its approval had to be secured from the Dominion.
