Mr Hoover to-day called upon the American Legion to enlist in peace time to fight for Government economy, ■which was designed to lead the world out of the slough of depression, lie issued a warning to the annual convention of the Legion against the grave risk of an increase in Federal expenditure, either through further grants to veterans or other legislation. The President said the world economic crisis was second only to the war. He expressed con.'ldence in the fact that “ by united action we will lead the world in recovery,” and pointed out that the Treasury was facing another large deficit. Income taxes had declined 50 per cent, since a period of prosperity. The nation was carrying a high unnecessary extra burden of public works to aid the unemployed and agriculture, and give increased benefits to veterans.
