BULLISH FACTORS OPERATE. United Press Assn.—Elec. Tel. Copyright. NEW YORK, Sept. 21.‘ A Winnipeg message says liberal buying of wheat to-day boosted values up from li to 1 5-8 cents. Chicago grain market was steadiei at fractional losses to-day after hitting new low levels for the year the strength of the grain markets at Winmpeg and Liverpool being a decidedly bullish factor. .
