MR HOOVER REBUKED.

Mr J. T. Walsh, Democrat member of the Senate for Montana, the investigator of the oil scandals, in commenting on the address delivered by the President, Mr Hoover, when dedicating a memorial to Hie late President, Mr Harding, by inference charged Mr Hoover with a dereliction of duty, when as a member of Mr Harding's Cabinet as Secretary of Commerce lie had not exposed the crookedness existing in high official circles. Mr Walsii drew attention to Mr Hoover's assertion that the betrayal by his friends was the conirilmiing cause of Mr Harding's dual 1 1 , and said il was injudicious for the President to make such disclosure.
