Before his departure for England, Dr. Bruening (the Chancellor) submitted an emergency decree to the President, General Hindenburg, who will deolde within a few days whether; he will sanction the details. It is reported the deficit in the Budget will be roughly £60,000,000 in addition 'to £40,000,000 deficit in tha federal states and cities.
