AN EMERGENCY DECREE,
United Press Assn. —Elec. Tel. Copyrlgl (Received June 5, 10.30 a.m.) BERLIN, June 4.' Before his departure for England, Dr. Bruening (the Chancellor) submitted an emergency decree to the President, General Hindenburg, who will deolde within a few days whether; he will sanction the details. It is reported the deficit in the Budget will be roughly £60,000,000 in addition 'to £40,000,000 deficit in tha federal states and cities.
