The Madrid correspondent of the Time's states that the Basques, emulating Catalonia, have surprised Spain by issuing a draft of a constitution declaring Alava, Biscaya, Ouipuz’coa and Navarra to be Free States within Spain. Each province is to be self-govern-ing within the Basque territory. The constitution provides for a legislature, education, a judiciary, police and industrial organisation.
