THE LINK THAT BINDS.

LONDON, November 5
The London Times in a leader on the decision of the Sankey Committee regarding the appointment of Govern-ors-General for the Dominions, says: “As for the formal links left which formally bind the Empire together the greatest circumspection must be used in tampering with them further. Certainly a link will be severed if Dominion Governors-General are merely to become the nominees of the Dominion Government which is in power at the time of the appointment. There seems to be an impression in some of the Dominions that the GovernorGeneral is a mere lay figure affixing his signature like a rubber stamp to ministerial documents. No conception could be more erroneous. The GovernorGeneral represented the King, acting as His Majesty would if lie resided in the Dominion. It does not follow that the Dominion government should give up its voice in the selection of a Gov-ernor-General, hut there ought to be no difficulty in making a mutually satisfactory choice.’’
