The 'Committee of the Imperial Conference recommends that the Governments of the British Commonwealth should Introduce legislation providing for reciprocal pensions throughout the Empire, and then negotiate with each other to enable the operation thereof. The cotton-growing report reveals a marked increase of cotton growing within the Empire, but there is little prospect of extending production unless prices improve. It recommends the maintenance of increased production and extended scientific investigation.

The Shipping Committee recommends that those cases where interimperial trade would be prejudiced owing to absence of direct services, should be referred to the Imperial Shipping Committee.
