WHITE RUSSIAN ARMY

FORMATION IN ENGLAND. DESIGNS ON SOVIET OFFICIALS. CULMINATION OF ABOMINATION. United Press Assn. —Elec. Tel.—Copyright. (Received April 14, 12.10 p.m.) LONDON, April 13. The Daily Herald displays the story of an attempt to form a White Army in London pledged to kidnap and hold Soviet officials as hostages and to restore some Tsar to the Russian throne. The appeal began by an advertisement in the “agony column ’’ of the Morning Post, asking those in sympathy with the work and fate of General Koutepoff, who it is believed was kidnapped in Paris, to communicate with the anonymous advertiser. From the list of answers a roll of adherents has been drawn up. They are secretly pledged by the most sacred oats known to hold themselves at the disposal of the Russian Monarchist high command as soldiers, sailors, airmen, doctors and nurses. The reply to the applicants states that the proposed new organisation thus being enrolled will bear a name showing that its origin is due to the abduction of General Koutepoff. “ This culminating abomination is an insult to law and order and to the laws of hospitality.’’ The organisation’s objects are stated to be first to ransom, rescue or hold hostages for General Koutepoff; secondly to place at the disposal of the Russian Monarchist command an organised party willing to serve in exterminating the present regime in Russia and restoring the Romanoffs to rule. The organisation offers to permit sympathisers to remain anonymous and to be known only to the central organisation.
