REVERSAL OF POLICY. CRITICISM IN AMERICA. “ A PIOUS FRAUD.” United Press Assn. —Elec. Tel.—Copyright. WASHINGTON, March 27. The chairman of the Foreign Relations Committee of the Senate, Mr W. E. Borah, stated to-day that he regards the statements of the Government about a consultative navai pact (is indicating a reversal of its policy as first expressed. The consultative pact suggested at the London conference was a pious fraud which, under the exigencies of the hour, would be'rejected. Mr Borah has definitely joined tii,e opposition to the proposed agreement, which, in a further statement, he described as a security pact in disguise. Mr W. F. George, Democrat member of the Senate for Georgia, after a visit .to White House, said that the Senate would never ratify such an agreement. Mr H. Shipstead, Farmer-Labour member of the Senate for Minnesota, had previously asserted that the Naval Conference should fail if it could be saved only by such a pact. Mr F. A. Britten, chairman of the Naval Committee of the House of Representatives, described the proposal as silly and ridiculous. The conference had failed and the American delegates should recognise the fact and come home.

Mr Stimson. conferred with Mr Ramsay MacDonald this morning. The British Commonwealth delegates will meet this afternoon. The British spokesman explained that the conference had not created the experts’ sub-committee to discover a political formula to meet France's needs. What happened was that it merely remitted the matter to the legal experts of the British and French Foreign Offices, who ordinarily undertake such explorations.
The spokesman, however, definitely admitted that “what lias happened is a political question and has lo be considered.”
This is the first official admission of the turn the conference has taken.
