Procope, the Finnish Foreign Minister, reporting to the League Council on the Mandate Commission’s investigation of Western Samoan affairs. He paid a tribute to the efforts of the Administration in face of endless difficulties and stated it was entitled to the sympathy of the council. Confidence was expressed that the Mandatory Power would end the present unstable situation and restore full authority.
