A y&ung workman, Stelzer, who lives at Metmann, a suburb of Dusseldorf, has been arrested on suspicion of being connected with the recent murders. Various articles of feminine apparel have been found in his rooms. His appearance tallies with the description of the murderer given by Frau Teurer, who narrowly escaped death at the hands of the " Ripper.”
