RIGHTS OF AĹIEN.

CONFERENCE IN PARIB. A GERMAN SUGGESTION. United Press Assn.—Elec. TeL—Copyright PARIS, Nov. 12. The German delegation raised the question of the rights of admission of foreigners at the Conference on Equitable Treatment of Aliens- They said what they wanted was not so much the right of entry as the right to establish themselves and settle In the countries of their choice. This they considered was fundamental to any convention for the equitable treatment of foreigners.

Sir G. Ryrie (Australia) has lodged an amendment providing that the enforcement of judicial awards and judgments shall be governed by the law's of the State in which judgment Is sought, and not by the laws of the State making the application or by the law's of both States- He said this was essential if confusion was to be avoided on the matter of legal and civil guarantees being provided for foreigners.
