A WEEKLY BUDGET. HERE AND THERE HAPPENINGS. LOCAL BREVITIES. (By “Niblick.”) Weather conditions were all that could have been desired at St. Andrews last’ Saturday, when a foursomes handicap on stroke play was decided.
