MORALE RESTORED. COMMENT BY MUSSOLINI. KELLOGG PACT AND ARMAMENTS. (By Telegraph—Press Assn.—Copyrig-ht.) (Australian Press Association.) (Received Deo. 1, 10.10 a-m.) ROME, Nov. 30. Mussolini, writing to General Gavallero on his resignation of the undersecretaryship of War, paid a high tribute to his efforts towards the restoration of the morale and fighting efficiency of the army. Mussolini added: "Muoh more remains to be done in this direction, for despite the sublime Kellogg pact, the whole world, including Mr Kellogg's owu country, continues to arm."
