Williams said liiat lie fully appreciated the necessity for reducing overhead expenditure, and to this end had taken steps in the direction ol’ effecting every possible economy in the administration of the department. Although there was reason for gratification in the fact that the working of the department for the past year showed a surplus, it was regrettable that this favourable balance did not show a sufficient margin to warrant any reduction in telephone rates.
