FUTURE OF THE NATIVE.' GENERAL HERTZOG'S CAMPAIGN HOPES HIS BILL WILL PASS. (By Telegraph'.—Press Assn.—Copyright.)! (Australian Press Association), (Rec. July 28, 11.5 a.m.) J CAPETOWN, July 27. General Hertzog's concluding address during the tour of the Free State was devoted to the native question. He warned the country that if civilisation -were based on uncivilised labour it would follow the path of older civilisations based on slavery. He pointed out the danger of the native ceasing to be a pastoralist and becoming an industrialist which would be disastrous in the cities where natives were at the mercy of agitators, A stage had been reached compelling the taking of action. He hoped his bill* would pass next session.
