He warned the country that if civilisation -were based on uncivilised labour it would follow the path of older civilisations based on slavery. He pointed out the danger of the native ceasing to be a pastoralist and becoming an industrialist which would be disastrous in the cities where natives were at the mercy of agitators, A stage had been reached compelling the taking of action. He hoped his bill* would pass next session.
