The Weekly Dispatch says the Communists have prepared “A Soldier’s Programme” which they are endeavouring to circulate in the barracks, urging that men in the ranks should he allowed to stand as Parliamentary candidates, and political parties should he permitted to form branches in camps and barracks, also that soldiers in uniform should be permitted to participate in political demonstrations.
