In the House of Commons Sir Austell Chamberlain told questioners that 3.4 of the Convention's protocols had been concluded under the League of Nations. Britain had signed 30, of • which 24 were ratified. Britain was also prepared to ratify the Arms Traffic Convention as soon as she could secure simultaneous ratification by the principal arms-producing powers. There was no immediate prospect of ratifl'cation by the latter, including the. United States.

NO ACTION TO BE TAKEN. (Australian and N.Z. Cable Assn.) (Received March 29, 10.35 a.m.) WASHINGTON, March 28. The Senate Foreign Relations Committee decided to take no action for the time being on the Gillet resolution directing the State Department to re-open negotiations to secure the ratification of the American terms for adherence to the world court. Senator Borah announced after, the executive session that the committee unanimously agreed that the Prosi.dent could not alter Article 5 /of the American terms, and the Senate would not modify it. W Article 5 provides that the Court shall render no advisory which the United States Etas, or claims to have, interest, unless tha United States consents. *
