RED PROPAGANDA.
ARRESTS IN MEXICO. Believing that there is an intimate connection between tho recent forgery of American diplomatic documents, which almost caused a crisis in Mexi-can-American relations, and the advertising of Bolshevist moving pictures, the Mexican authorities have ordered the proprietor of the theatre which used the advertising and the man who printed it both held in jail for investigate nby Federal officers. Tiie advertising announced that the Bolshevist films would be shown with the consent of the Mexican Government, although they have been barred in other countries. This was interpreed by the Government as a plot to intimate that It was Bolshevist in Character and to affect it adversely abroad.
Roberto Crhz, Inspector of the Mexican Federal police, says he believes that there Is an undeniable connection between the forged documents, which were represented as having come from Secretary Kellogg, and the alleged Bolshevist propaganda picture circulars, for tho latter were distributed, he says, at the very time when Ihe forgeries were threatening to create a Mcxican-Arncrican crisis. It is believed by the authorities that both the forgeries and the picture advertising were the work of an international gang which includes both Europeans and Americans.
