DUTY ON HATS. A CONSERVATIVE'S SUGGESTION. (Received April 13, 11.30 a.m.) LONDON, April 12. Replying to Lieutenant-Colonel Applin (Conservative member for Enfield) in the House of Commons today, Mr Winston Churchill (Chancellor of the Exchequer) said he had not considered a 10 per cent, duty on women's hats.
