Ho meant to attain his goal—the reform of the country—at all costs, and intended to model his Dictatorship' on the lines of Mussolini in Italy. *Ho would never forget Viscount Ilaig's words when he said good-bye in Flanders, adding: "Some day we may hear you doing something for 'Portugal within itself. I recommend you lo do it, as there seems sore need for help."
