IMMIGRANT INSPECTION.

DISCUSSED AT GENEVA. SHARP PASSAGE AT ARMS. (Reuter.) GENEVA, June 4. The International Labour Conference to-day rejected the eighth clause in the proposed convention dealing with the simplification of tiie inspection of emigrants. In an addendum on the report of the Committee on Emigration, which lias been published in its final form, there appears a record of a passage between the Italian delegale, Professor Guannini, the Australian delegate Mr Beasley, and the chairman. The Italian delegate stated that Italy could not adhere to a convention which would involve ihe abandonment of her right to inspect emigrants in favour of an organised system of inspection. lie proposed an additional form of words calculated to obviate I'm necessity for making inspection compulsory, hut simplifying Ihc present methods. Mr Beasley is reported to have said the conference had to face the Italian amendment in a candid manner as Ihc delegation had cither put it forward in order to wreck the whole scheme or else they had a motive known only to their own Government. Whatever the idea might lie behind the Italian proposal I he workers must view it with grave suspicion because of the forms of organisation prevailing in Italy. 'file chairman intervened. lie said each member of the Labour organisation inside its own frontier set up whatever forms of organisation it considered to lie suitable, lie must protest strongly against Mr Beasley’s insinuations.'' Professor Guannini thanked the chairman for his protest, lie said lie would have carried the matter lurthcr but for the effective ollieiul intervention of the chairman.

The conference considered objections which hud been lodged against the Fascist workers’ delegate and the Indian employers’ representative. After a vote had been taken both were unanimously admitted as accredited delegates.
