CONSTITUTION OF COUNCIL. THE BRITISH VIEWPOINT. (Australian and N.Z. Cable Assn.) LONDON, April 21. In ihe House of Lords Viscount Cecil, Lord of the Privy Council, who will represent Britain at the forthcoming conference, replying lo an enquiry, reaffirmed the B’dtish view that only the Great Powers should he permanent members of the League of Nations Council, but the delegation lo attend the forthcoming Commission io discuss the constitution of the council wotfld lie free of all obligations or declarations previously made.
