QUESTION IN THE COMMONS. INSTRUCTIONS TO GOVERNORS. IMPROPRIETY EMPHASISED. LONDON, March 15. The question of the New South Wales constitutional problem was raised in the House of Commons by Miss Ewen Wilkinson, Labour member for Middlesbrough, who asked Mr L. C. M. S. Amery, Secretary of Slate for the Dominions, whether the Governor's refusal of Mr Lang's request to appoint, women to the Council had been referred to him, and what action he had taken?

Mr Amery replied in the negative. He remarked it was not understood that the Governor had refused the additional appointments on the ground that the proposed appointees were women. There seemed to be some misconception as regards the position of the Secretary of State in relation to such matters. He emphasised the impropriety of the Secretary of State issuing instructions to a Governor in regard to the exercise of his constitutional duties.
