CLEANING UP BARBERS’ SHOPS. PROPOSED .YEW REGULATIONS. He shall cause all brushes, combs, hair-dusters, scissors, clippers, gowns, and like articles lo be kept at all times iu a scrupulously clean condition. Such arc amongst'the conditions laid down in the proposed regulations under section 132 of the Health Act, 1920, which have just been framed by the Health Department for Hie control of hairdressers’ shops.
The new regulations provide that appliealion for Hie regislralion of any premises as a hairdresser’s shop shall he made to the local authority in writing under Hie hand of the person proposing to use such premises as a hairdresser’s shop or under Ihe hand of his authorised agent, and shall give s:-di particulars as Hie local authority may in any case require. The local authority, on being satisfied that the premises arc in accordance with the regulations, shall register Hie premises as a hairdresser’s shop, and shall issue lo Ihe applicant a ecrtilicalo of registration. The local authority shall keep a record of all registered premises, sliowng Hie name of flic applicant and the name of Ihe proprietor nr manager or other persons responsible for Hie management of Hie premises as a hairdiesser’s shop, together with the date of registration, Hie date of any renewal or transfer of registration, and the position and description of the pi cmises.
Each registration shall terminate each year on such dale as the local authority may by resolution decide, and shall be renewable annually on application in like manner as an application for original registration. The local authority may at any time during the currency of any registration transfer the, regislralion so as to apply to any oilier person or .premises, and in the event of any proposed change of the proprietorship, or management of Hie premises or any other alteration affecting Hie particulars of registration Hie person responsible shall make application to the local authority to have such alteration recorded in Die record of registration and endorsed on the certificate of regislralion. A fresh certificate of registration shall be issued on every renewal of registration, and ihe certificate shall he posted in a part of the premises to which the public have access. If it appears Lliat any premises ai’e not being conducted in accordance with the regulations the local body may cancel the registration or refuse to renew any r'gistration which lias terminated, but such cancellation or refusal shall not prevent the making of a fresh appliealion by Hie same or any other person lor the registration of the premises. Scrupulous Cleanliness.
Tiie proposed regulations insist upon scrupulous cleanliness. They provide Hint, every person commits an offence who knowingly employs in any hairdresser’s shop any person suffering from a communicable disease, and no person is permilled lo act as a hairdresser while suffering from a coinii unieable disci.se.
Amongst tiie directions insisted upon l\.r the protection of customers are—
(a) He shall cause all brushes, cjrnhs, hair dusters, scissors, clippers, gowns, and like articles to lie kept in a scrupulously clean condition. (b) lie shall not use in Hie service of any person any razor, shaving brush or shaving mug unless such articles have been cleansed in boiling water or sterilised in disinfecting solution subsequent lo having been used in the service of any oilier person. (r) He shall not use. on any person any towel or washchdh which has not been cleansed in boiling water since having been used in I lie service of any oilier person.
(d) ||e shall ensure ttiat his hands and clothing are (dean before beginning lo perform Hie services of a barber on any person.
(e) Ho shall not apply lo Hie skin ef any person any lather nr any sponge, nr roilon-wool or powder-puff which has already been applied to the skin of any oilier person, and lie shall not apply any sly] tie pencil or rryslul In the skin or any person unless such pencil or crystal lias hern clipped in boiling waller immediately prior to such application. (f) lie shall sterilise by boiling for 2(7 minutes or by immersion for .70 minutes in a solution of formaldehyde (one pint of formalin and sixteen parts of wa|er) any brush and mug which I ;,s been used in sharing any person whose skin is inllamed or suppurating, and shall disinfect by immersion either ii, boiling waler or in a disinfectant, solul ion approved by tin* Medical ('flicer of Health any razor, clippers, scissors, or other sharp instrument which lias been applied to an inflamed or suppurating surface.
