Ha admitted that at an advanced stage o' the negotiations, when Germany had already undertaken to .end the submarine war, and preliminaries to the cessation of hostilities had been arranged, the German , naval staff was ■ preparing to go behind the Govern- , ment's back and force a battle with the British fleet. The project was abandoned when the crews refused t<* fight.
