As the result of the theatre of hostilities nearing the Japanese defence zone, the War Office announces the text of a communication which the commander 'of the Japanese Kwantung army expects to send simultaneously to the rival Chinese commanders fighting in Manchuria. After emphasising Japan's strict non-interference policy, which he has hitherto followed, the communication contains a warning that if hostilities in the railway /.one or adjacent districts jeopardise Japanese lives or property, Japanese troops will be constrained to act.
