CHINA'S CIVIL WARS.
A JAPANESE WARNING. WILL ACT IP OCCASION NEEDS. (Received December 0, 12.30 p.m.) TOKIO, Dec. 8. As the result of the theatre of hostilities nearing the Japanese defence zone, the War Office announces the text of a communication which the commander 'of the Japanese Kwantung army expects to send simultaneously to the rival Chinese commanders fighting in Manchuria. After emphasising Japan's strict non-interference policy, which he has hitherto followed, the communication contains a warning that if hostilities in the railway /.one or adjacent districts jeopardise Japanese lives or property, Japanese troops will be constrained to act.
